Very, very rarely I think. The PC might be the only one to be forced in a loooong time. That is if the PC continuously refuses...
FORCING someone to join is stupid. They might stab you when you're sleeping, run away, etc etc.. there's just no point in it.
They use the Right of Conscription more often, but for the other GW recruits it was used to save them... Alistair from the Templars, Daveth wanted to join + he would have been executed/sent to jail otherwise.
