I recall seeing this once during gameplay. However for the life of me I cannot remember how to trigger it. On the PC version if that makes a difference.
About to start a new game just to see how it , but want to finish SP playthrough first.

Its considered a melee kill. There will be an icon showing a fist over the wall. Hit 'F' for PC just like a regular melee and you will pull them over the wall and instakill. You have a chance to do it on Mars during the tutorial.

I think it has to be a heavy melee too, so you have to hold the melee button...

Yeah...Take cover behind a low wall with an enemy just on the other side, fist icon appears, heavy melee. It'll grab them and smush their face lol.
There's also a melee around corners, which is cool but not very practical. Your omni-tool pops up, and time slows down, so I'm hoping there's more to it, but..I can't really find anything on it.
