Most seemed to just simply lack content. The temporary nature of the presence in the story is primarily responsible for this, but there is really no reason that the relationships couldn't have continued from a distance using the QEC's or emails. Imagine, after every major mission, Shepard received an email from the LI, or even had conversations through vids.
Their absence from the squad and roles in ME3 could have been far better appreciated if the characters hadn't effectively vanished from the narrative entirely. All the romances could be improved on if there was simply more time to talk to the LI.

Thane: The romance scene lasted no length, then he died and no one, not even Shepard, mourned or mentioned him afterwards save Kai-Leng. There were teasers in ME2 about a possible cure and viable lung transplant, but neither were explored.
Jack: After Grissom academy, the Purgatory encounter was too short, too focused on the possibility of breaking up, and generally insufficient- same goes for the holo conversation.
Jacob: Character assassination, woefully inadequate confrontation, no resolution, ridiculous conversation on the Citadel where Jacob's writer assumed that Shepards who romanced him wanted to hear that he's having a baby with
someone else and was going to name it after her. Also, auto-dialogue, "I'm happy for you. Really."
Miranda: Like Jacob and Thane, appearance from ME2 virtually unchanged. Romance dialogue centered
around an issue that had been wholly resolved in ME2.
Samara: Only one line varies between a Shepard that attempted to romance Samara, and one that didn't. Kelly Chambers got more than Samara did; and that attempted romanced with Samara still feels unresolved,
especially given her reaction after nearly-kissing Shepard in ME2.
