I don't get why the world map is locked off in the Epilogue after the game..

It's the end of the game. I would, like you, prefer to be able to roam freely but I'm sure that it would be a massive undertaking to support that.
They probably didn't want to copy the Fable series. In Fable, after you complete the game you can roam freely even though there aren't any quests left (unless you play Lost Chapters, but you still run out of stuff to do eventually).
Personally, I agree that we should be able to roam and complete sidequests. Just because we fought the Darkspawn and won doesn't mean the Mage guild doesn't still need help. And what about character quests? I didn't unlock Leliana's story until the Epilogue the first time through, and never unlocked Ohgren's personal quest. Why can't I still do those? Why can't I go visit these people at their new homes if they have moved on? Just makes no sense.

It makes absolutely perfect sense for it all to be locked off. It is just before the battle with the Archdemon, and the entire nation is covered with the blight. You can clearly see where the blight has spread on the area map.
For it to not be locked, they would have had to set up new, blight-overrun versions of each and every single area. Even if they HAD done that, you wouldn't be able to complete any of the previous quests in those areas as everyone is either dead, gone with their respective armies, or fleeing/hiding somewhere.

Do you even know what the word prologue means?
Prologue definition = An introductory act, event, or period.
So by your 'stupid' way of thinking, all of the DLC would occur before your character is even a Warden.

Yes the wording of the 'post-ep' save is bad. But it does state when you load it up that chronologically the events take place BEFORE the final battle and as Morrigan isn't in the camp if you refused the ritual, that to me, puts it after you have left Redcliffe to go to Denerim for the final battle. (forgot to put the two locations in my previous post).
As Cuthlan has said it makes perfect sense for the other areas to be locked out, the post-ep save is purely there to enjoy playing the DLC stuff with characters you have already completed the game with.
