I do think it's normalized for weapon speed. Just have a look at how much it changes depending on whether you have, for example, haste on.
It probably just doesn't take "Rapid" weapon properties/feats into account.

The value you should in fact be looking at is damage per shot.

I would also assume with an archer you can forget about item sets, and just put on equipment that has more ranged %critical chance, or just critical % chance in general. Or stuff that raises Dex or Cun. I'd think that if an Archer is doing 40-45 damage on average, plus a decent shot at a critical, plus Arrow of Slaying and Scattershot, thats pretty damn good. Throw in some bard songs, or an animal pet and you got a formidable character.

I'm going to play a dex archer (ranger/duelist), after patch 1.03, is the short bow still the best weapon ?

Two bard songs will stack on the first person to cast the buff. Usually I have Leliana lead in with her song of courage since she has the lower crit rating and lesser gear. Then my PC does her bard song to boost Leliana's crit and damage further. In the end, they both have around the same crit rating when items and stat allocation is taken into account (Leliana's cunning score isn't optimized). A third archer, Zevran, will gain the benefits of both Songs of Courage.
