For the second time my character level and credit value has reset to 0. The first time was on the very first mission of the game, I noticed that my imported Shepard started at the same level I finished mass effect 2 with and just wrote it off as part of the game. This second time I didn't catch for awhile, until I needed fuel for my ship and realised I had no money. After some quick search based missions I started a real one and found out that I had again ended up at level 1.
On top of this several side quests had become stuck.
I want to know if anybody has any experience with this, what conditions contribute to the bug, if there are any workarounds.
In case it matters, I am using a save game file imported from mass effect 1, into mass effect 2, and then into mass effect 3.

I have had this happen to me twice now too. Once I had tried some multiplayer then went back to single player and noticed I couldn't refuel, just like you. This second time, I had just docked with the citadel after doing some side quests.
Like you I had a save game imported for ME1 and 2 into 3.
