Illusion of choice, the game does this a lot:
Choose Anderson, they find a way to justify the Citadel coup, force Udina.
Choose to kill Rachni, you still find Rachni, and you have the exact same options as you had if you saved the original queen.
Exile Tali, the plot still demands you Tali to be an Admiral.
Legion dies in Suicide Mission, The geth make a back up Legion.
There are lot of times where the game for plot reasons just dillutes your choices and makes it seem like they matter, where they just tweak it for different choices.
Why is Anderson not on council even if you choose him?
