Does the tier # of an object signify anything other than a 'category'? For the most part it's pretty obvious but I've seen a few items that are pretty close in stats but one will be a higher tier. In other words, does higher-tier gear offer any bonuses other than what's listed in the description?

Nope, no actual bonuses. Just higher base stats and higher requirements.
