So I pick up Kagain and head north. Immediately upon entering the map, he says, "I'm tired of looking fer the damn caravan..." Buddy, I just met you a few minutes ago and you hired me to find someone... somehow, I don't think this is supposed to happen.
I looked this quest up, and I'm supposed to take him up to the caravan. I did. Nothing happened. There's also no bodies laying around, and no bandits in sight, anywhere. Wtf?
Kagain gives up immediately... is this supposed to happen?

How you described it is indeed how it is supposed to work in vanilla BG 1. As you noticed, his quest is quite a bit easier than other NPC's personal quests.
