I just noticed that my main is not gaining any 75 exp when he get those codex in Elven camp (forest).
My main is wearing the belt that boost codex exp to 75.
However it is not working in the elven camp. Also I noticed that my main and Leliana is lvling very fast.
Everytime Leliana open a lock or chest with her picklocking skill, my main get the exp.
Is that a bug? Or picklocking exp is shared for everyone in party?
I don't really want my main to lvl too fast since I have not get other party members.

I think it does, but just dosen't give the message that you got the 75 xp. The reason being is I was checking my XP bar when the messages stopped and it looked like the bar was moving.

I think exp is shared between everyone, even the losers back at camp.

lockpicking exp and codex exp are not shared. If it shared, everyone in party will have same lvl.
Leliana and my main are same lvl. Rest of ally are one level behind.

I was wondering about xp in the Dalish camp as well. the reason why I came over just now. I have the xp codex boosting belt on. Loads of codex in the camp, most, or none are giving me any xp. This working as intended?
Also, yesterday, the entrance to Orzammar, only one paragon statue gave me xp, the rest didn't. This working as intended? Thanks.

Because none of them actually grant codex XP, as far as I know. You only get the bonus when you do find codex that actually grants XP.
If you've been using Morrigan and Leliana since you got them, Morrigan will be leveling the fastest followed by your PC and Leliana. Their XP just starts out that way. Alistair and Sten will lag behind, followed by everyone else.
Oh necro. Dang.

Where can you find this belt? I'm just starting off the game in Lothering and think it would be better to get it at the beginning. Thanks guys

What's the point of maxing XP that intensely - when you get XP so do all the monsters! (level scaling) So you stay as powerful *relative to them* all the time. If I refused to accept XP from level 1 onwards, I would probably have just as hard/easy a time becoming the Champion of the Proving as if I had levelled on to 20. The game adapts to you, so don't get too fixed on XP - this is not Dungeon Siege!

Areas have caps though. They don't scale forever, so you could go do the DLC stuff, maybe some sidequests etc. and then work on the main quests and get a leg up. I agree with your point though, don't worry about maxing your xp gain because if you take on appropriate challenges then you can win if you use sound strategy, builds and a good party composition no matter what you do.
