Yeah, I beat ME3 last like using an ME2 import with a BroShep as my PC.
Then I started a new game with no import and a FemShep as my PC.
And I noticed that all my War Assets from my last playthrough are still there even though these playthroughs aren't supposed to be connected at all. So I have like 6800 EMS right out the gate.
Massive glitch/exploit.

ME2 was like that. When you started a new game it recognized that you beat it already even though you are using a different import or a new character. I doubt it is a glitch since this occurred in the last game, unless they specifically stated that this isn't supposed to happen.
