All of them were great - Minus Chobot.
Her voice acting took me out of the game and I felt nothing.

I was really impressed with Martin Sheen. He brought so much to the role of The Illusive Man - he made him such a great character to enjoy. Samantha Traynor is my least enjoyed of the new characters. She's a little irratating, has little emotional resonance, and seems to be a poor replacement for Kelly Chambers. Her voice actor isn't memorable.

Voices/dialogue I liked in ME3: Tali, EDI, Garrus, Joker, Anderson, and even Traynor.

- Good choices for the voice acting for the roles. I enjoyed the female voices for the characters and for the male characters I felt the voice suited the personality extremely well.
- Some of the dialogue, itself, could have been better but it was not awful.
- Traynor being more of a bit character needing more fleshing out as a person.

Voices/dialogue I didn't like in ME3: Diana Allers and James Vega.

- Allers' voice simply bothered me. Sorry but it's one of those voices that is like nails on a chalkboard to me. I found the overall dialogue lacking with her character, as well. It felt too contrived to me.
- Vega's voice was okay but the actual dialogue was bothersome. I found it not natural feeling and contrived, as well.

PS: It goes without saying that Martin Sheen was perfect. Any time I see him I find myself thinking of the Illusive Man.

Best- Martin Sheen, Lance Henriksen and, to my surprise, whoever it was who did Javik (keep getting different people from different sites)

Worst- Jessica Chobot, I cannot emphasize that enough.

All the Chobot hate, and sadly so well deserved.

I actually though that Freddy Prinze Jr did a decent job, which is a ringing endorsement considering I went into it expecting to hate his character and came out of it rather liking him.

I don't get why Chobot is annoying. She IS a game journalist after all, and Diana Allers doesn't suck in her writing. ( not to say I like Chobot or whatever, because what she says in RL ****** me off ).

Best: Sheen.
Worst: Jennifer Hale. I LOVE my female Shepards, but God does Hale fail so many damned times.

Ok I have held this back long enough. I have seen several posts on this forum about why dudes play as Femshep. The ones who are too afraid to admit that they did it for lesbian polygons usually give the bogus excuse that they prefer the voice actor.
FemShep is a laughable stand in so that female gamers don't feel left out. Jennifer Hale was just god aweful. She is like the Keannu Reaves of voice acting. She lacks any real emotion and all of her lines sound like she just read them off of a teleprompter for the first time and had no context as to their delivery. To top it off, her voice is just unbelievably mannish.

Worst voice actor goes hands down to Jennifer Hale.

Best voice actor was a tie between Martin Sheen and Liz Sroka. Martin Sheen rocked his part, there is really no better way to put it. He really brought The Illusive Man to life. I remember watching him and really fighting hard not to agree with him to an extent. I really wanted to save him at the end but didnt have enough paragon points to pick all of the options.
And Liz Sroka, Tali'Zorah vas Normandy, I romanced Tali in ME2 and am quite glad that I did. The dialogue between Shepard and Tali in ME3 is amazing. Liz brings so much heart to her character that its amazing.

Close second is Brandon Keener. . . because he is Garrus.

I feel similarly - all of them were great. I might give the edge to Hale just because I thought there was a lot of emotion in her perfomance as Shepard. As for Chobot, I didn't like her particularly much, but I just mostly ignored her except for interviews, so eh - as far as I'm concerned, she was okay and not outrageously horrible. If Mark Meer was Blasto again, heh, the movie excerpts were hilarious.

I love Garrus, Tali and Liara's voice actors. Jennifer Hale is fantastic as well, although I don't play FemShep so I don't get to hear her voice very often.

EDI and Joker are great as well, as is Legions (however distorted it may be).

In fact, I quite like Samara, Jack and Thanes as well. And Miranda's come to think of it. Wrex's voice is also really cool and fitting. Eve was done well and I really liked both of Mordin's voice actors...

And that's not even getting into minor characters. I guess that there are just far too many fantastic VO's in the game to pick a best.

I didn't think Chobot was fantastic. She was mediocre, and it stood out against the great VO's, but then she isn't a professional VO, so I can let it slip (although I don't see why she was put in the game in the first place).

Matriarch Aytheta's VO was off in this game.

I wasn't a big fan of James's. The normal dialogue was alright but the spanish phrases semed out of place.

Whoever voiced the boy and the man in the after-credits scene were just bad.

I'm currently impressed by Kimberly Brooks' work in this game, obviously Sheen and K. David are legends...Steve Barr as usual nails it with Wrex.
Hard to pick a worst really. Everyone defaults to Chobot for worst VA, I had no idea who she was so it didn't bother me, I found her character model kind of icky though, haha.

All of them were fantastic, apart from Chobot, her entire character sounded awful and looked like a melted wax dummy.

Best: Hale killed it this time. Whoever did Liara was great. Garrus same. Everyone else was good.

Didn't meet Diana Allers so no comment.

No complaints here. Allers hosts a semi-reality TV show, so the VA's flat delivery fits well.

Yeah but the voice acting there didn't bother me.
Which I can say with honesty there's something in the ending that didn't bother me!

Best: Keith David and Martin Sheen.

Worst: Jessica Chobot, Jessica Chobot, and Jessica Chobot. Honestly, she's not even a professional VA, but her tone-deaf performance deserves to be ridiculed (as does the decision to cast her as a character, ugh). The character itself was as flat as the VA to boot... just an all-around terribad character, imo.
