Oh, gosh the ChoBot, like Vega I walked into this game hating her.  Unlike Vega, her performance did not make me reconsider my stance.

I actually went on IGN to see if she really was as wooden as she was in her VA appearance...and she was.

I think the only decent line she read was when she had that intercom convo about her audience demographics.

But in all fairness...look who she was stacked up against, even the Generic NPC VA talent was awesome.

Best: Mordin.  But I am a fan of male Shep's acting, don't know why all the hate.

Worse:  That reporter chick IS awful...but I realized in Shadow Broker (after not playing for a LONG time, that Liara's voice actress is awful.  That or the writing is.  There is never any change in her voice.  Flat, flat, flat.

Which I can say with honesty there's something in the ending that didn't bother me!

Yea, I would have liked that scene if it wasn't preceded by the rest of the ending, and didn't try to force DLC down your throat.

Best-I would say Jennifer Hale is the best actor of the game. She really gives FemShep a sense of the weight of the galaxy on her shoulders, a sense of dread, and the sheer exhaustion she delivers lines at times is very believable and realistic. Also her chemistry and timing with Alli Hillis (Liara) retains it's charm and sexiness but there is also a sense of tragedy and real sadness to the FemShep/Liara romance.

Worse-I found Jessica Chabot's performance OK. I don't hate it but I wasn't blown away by it either. I would say it's the weakest performance in the game mostly as combination of the rest of the cast having more experience (and talent) and to her inexperience as a voice actor.

Overall though the voice acting was superb.

I can't decide who is the best per say because a lot of them do a fantastic job in their voice acting. I can say though that Chobot sticks out like a sore thumb with her terrible performance but to be fair she doesn't exactly have acting experience like everyone else in the game does.

I liked most VA's, but Steve Cortez' VA really stood out for me. Really thought it was well done. Don't know who his voice actor is though.

Most characters did have some lines that just sounded a bit off imo. Most of it was top notch but sometimes I cringed a little.

First off the part you bolded was a joke.  Hense the word polygons as opposed to  relationships or anyother variation.  That being said, it doesnt change the fact that Jennifer Hale just simply wasnt good.  She frankly lacks the ability to portray believeable emotion.

Diana Allers was horribly voice acted.  She read lines like somebody being forced to read lines out loud in class by the teacher.

Garrus is always good, as is Wrex.  Tali's adorable.

Best: Probably Femshep. I played a dude but my girlfriend (Who's computer is right next to mine, so I still get to hear it) played a chick and even with the same lines, the femshep was just better in so many areas. Dude shep was better then the previous games though.

Worst: I'd say Chobot but Buzz Aldrin man... cool dude but he's not a voice actor lol.

Best: Hale, I thought she did an amazing job, her moment with Anderson at the ending was so sweet (I've only played a FemShep once over the serier but she's convinced me to play another time round); Martin Sheen was amazing, it was interesting to see TIM angry and out of control at the end.

Newcomers award: Freddie Prinze Jr. I was going to keep an open mind regarding James Vega, there was a lot of hate towards his character model, but his VA work was top-notch. His character grew on my from the first minute of the game!

Worst: Jessica Chobot. wow, Every line was a drawl and sounded like she was bored. No VA experience at all.

Best: Jennifer Hale and Matthew Del ******. I haven't played Male Shepard extensively yet in ME3 and I neglected Grissom Academy...once I attend to those I'm sure I'll add Mark Meer and Courtenay Taylor once again to this category.

Worst: Carrie Anne Moss, Jessica Chobot, and Buzz Aldrin. Stunt-casting FTL.

I would have to say Martin Sheen. When I first heard the Illusive Man speak in Mass Effect 2 I was blown away that they got such a great iconic actor for that role and a lot of the reason I think the Illusive Man is such a great character is the voice.

I also really like Tricia Helfer as EDI.

Then for worst voice, I would I think have to agree about Chobot. Only reason I kept Allers around was because she gave me 5 war assets... and now that I think about it, I might in my 3rd playthrough recruit her, then with the first interview end it early then kick her off the ship. Cause really she's worthless. 5 WA? After all the interviews and talking to her, she never gives you more WA from her reports? She's worthless.

EDIT: Wow, someone actually bashed Jennifer Hale that much... I mean, I know opinions differ but when it comes to voice acting for video games, Jennifer Hale is widely considered to be one of the best actors in the industry.  So to hear like ONE person that doesn't agree (and soooo vocally about it too) is really weird.
