To What Degree Our ME1/2 In-Game Decisions Could/Should Have Mattered?

Not to get into another rant about earlier in-game decisions not making a difference I still can't help but wonder how different should or could the gameplay be if the major decisions that we made in Mass Effect 1 and 2 truly carried over.

The Rachni queen for example, what if killinger her meant no potential war asset but at the same time we encounter no Reaper/Rachni hybrids at all in the entire game, no Ravagers or whatnot. Kinda a reward/punishment for our decision in Mass Effect 1.

Killing or convincing Wrex in Virmire would potentially lead to more difficulty in obtain Krogan assistance if his brother Wreav is in charge or Wrex left alive would lead us to the current events in Mass Effect 3. Given how hotheaded Wreav seems to be maybe we can go as extreme as saying killing Wrex means no Krogan assistance in Mass Effect 3.

Letting the original Council die and us getting an all-Human Council could mean maybe more resources directed toward saving Earth but again maybe that'll mean the player needing to put in more effort in obtain helping from the other alien races.

There could be other decisions that could poentially have notable impact if they truly were factored in.
Regardless of whether this woulda been feasible or not to factor in every major decision but would it had been the ideal way to reward/punish players for the decisions since the first game?

Now I know players can still simply download and use "perfect' saves but for those of us who have played since the first game, would we feel more reward/punished if our earlier in-game decisions had this much of an impact?
