I understand that Melee Archer gets rid of the penalty up to Heavy Armor or so. You just can't wear Massive and such.

I was wondering with Powerful would that change things at all, or would I just be taking a redundant talent?

No, that's Master Archer. (tier 4 talent of the same line of archery talents)

And no, powerful just reduces the fatigue from wearing heavier armor, it does not change the rate of fire when using a bow in heavier armor. They are different effects, and would work together.
