On my playthrough, I made Anderson the Councilor, but in ME3 he is an Admiral and Udina is Councilor. Is this a retcon or import bug? Or is this just that Anderson retired from it and let Udina take the position next, like the US senate and house with elections every 2 years.

In between ME 2 & 3 he stepped down in order to prepare for the Reaper invasion.

its not retcon Udina being councilor is canon what happens in first three novals are all canon, and when bioware fix Mass Effect Deception it will be too.

Ok that is what I thought. I figured Anderson stepped down although it wasn't displayed. Maybe it is in the Codex, I just never bothered to check.

Yeah they put the whole Anderson stepped down into the Novels because about 9 times out of 10 most people chose Anderson as the Council representative not Udina. So if you played with Anderson as Councilor he steps down to prepare for the Reapers.
