The final rank of adrenaline lets you use a bonus power while adrenaline is active. If Ashley is alive, you can learn the marksman skill from her later in the game. It seems like it would be possible to get both skills active at the same time, which would be awesome.
Can I make a soldier that uses Adrenaline and Marksman at the same time?

Infiltrator's Cloak stacks with Marksman, so I'm pretty sure you can.

It does NOT work. I have tested it. According to wikia they don't know if this is intended or bugged.
