How can I get my ME2 game registered with a different account trasnfered over to the same one as ME3 with all my DLC I have bought?

This is something you will have to contact EA support about. Now, I have seen account mergers happen (make sure you can prove ownership of both accounts), but rarely. Usually the case is the CS rep will tell you it cannot be done, but after some tries one may actually feel like helping.
