As stated in the title:
Is it normal that my Shepard's Singularity doesn't affect Cerberus Guardians, while Liara's one does?
Seems illogically unbalanced since compaions powers are already instant cast and not projectile-like.

Nope. Everyone has the same.
Liara's Singularity taking care of Guardians.
Shepard's Singularity is doing nothing, as if they are with a Barrier.
Company doesn't really care about the PC port version of game at all. C'mon look at the list of critical bugs with ME2 and they did what? Nothing. They just don't care of PC crowd.
Face it and use Pull against Guardians when playing an adept.

Didn't even think about pull because actually pulling someone to me always seemed unsafe to say the least, but in this case it may be the only option if I don't have Liara with me.
I don't know how it is on the other platforms, but I'd be ok with Liara's Singularity being ineffective too. So long as there is consistency.

I think the same "bug" is in multilayer.
There was a guy playing adept. He was spamming Singularity on Guardians but no effect.
So, most probably Liara's Singularity is a true bug because it can rip off shields as the Pull =)

Singularity used to be able to do damage on shields and health on Mass Effect 1 & 2, it's supposed to be a mini black hole. I'm perplexed myself as I've always seen singularity a Pull + damage. It was a bit of a hassle as you don't have pull when you play a Human Adept in multiplayer, or at least I don't know how to enable it

We are speaking not about Energy Shields. But about of "real" shields in the left hand of Guardians.

Last I checked, Singularity will work if it is cast behind the guardians and hits them in their backs. Due to auto-targeting, this is difficult, and the Singularity will often land into their shields or at their feet, only pushing them back.
