Is the mage line worth 3 points for Arcane Mastery?

Not really. If you don't feel like taking other spells for thematic/space-on-hotbar concerns, might as well take it (Staff Damage boost isn't that bad), but it's really on the absolute bottom of the list of stuff to take.

(It's only 5 spellpower.)

Spell Wisp is a boost of eight I believe.

It's good in some regards. You may find your mage only focusing on a few spells, especially if it's a companion. I had Wynne take it because she only uses 2-3 spells in big fights, just it being the same ones over and over again. So her staff got a boost on the way for the autoattacking she does.
