After doing the Sanctuary mission, I successfully negotiated with Miranda's father, resulting in Miranda killing him and her surviving and giving me the info about the bug.
When I got back to the Normandy, however, I found Tali in the lounge getting drunk over the loss of Miranda...
This would seem to be the response to you failing the the diplomacy check and her getting shot...

It's not that at all. She's getting drunk because the whole situation reminds her of her own father and her stuggles with him. While Miranda fought against her father and the bad things he was doing Tali went along with what hers did so she is angry at herself and is drinking to numb her personal guilt in a somewhat amusing way.
