I loved how I could see the crew having their own conversations, I loved how they developed the characters (I'm Garrus Vakarian and this is my favorite spot on the Citadel), I wish the mod system for weapons was a bit more indepth but it was much better than ME2.
I loved the emotional moments in the game, I've never come as close to tears as I did seeing Thane pray for me instead of himself.
It's as close to 10/10 I've ever played (save the ending)

Final mission doesn't matter because assets aren't actually meaningful in any manner and don't matter and are instead replaced by a generic army and fleet that dies and is not technologically compatible with the lore of the current technology out.
Game is incomplete, you waste a large amount of time building up a fleet for no reason.
Incomplete games don't get good ratings.

But 7,5 in my case, coz I love party members, the best chars made in past years.

Loses .5 for a few minor issues
-MP involvement with the SP
-Quest Journal problems
-PS3 Framerates at times
The ending would probably around a 2/10
(gains points for nice conversation with anderson)

Seeing so many characters, even minor ones, make an appearance in the third game was really gratifying for me as someone who played through from the beginning.
Longer NPC conversations throughout the Citadel were a nice touch as well - I found myself leaving and entering the hospital just to hear the rest of the Asari commando can-I-have-a-gun story.
As so many others have already stated, the geth/quarian and genophage pieces were fantastic - really made me feel like I was making a difference for the better in the ME universe.
I found combat to be very solid throughout and getting the chance to take over a gun turret or mech once in awhile was a nice change of pace.
Not giving it a 10 because I was disappointed in the lack of permanent squadmates (Jarvik and EDI didn't really resonate with me), and also that the Reapers just ran in and grabbed the Citadel I'd worked so hard to improve without any word of resistance.

For me, I would have given this game a 9 at that point. 0/10. The ending honestly ruined the entire series. I don't have to go into the details. They've been covered. Had they just ended it at the TIM encounter, and then given you an ending crafted from your choices, with a DA:O wrap up for your friends and the galaxy as a whole, I would have walked away happy. Hell, I'd have imported my next ME2 save and immediately started playing again. But, I just can't now. I HATE this ending that much.
Before the beam 9.5/10 I was LOVING the journey. I took off .5 for the minor bugs but im sure they could have easily been fixed, slight annoyances at best that didn't really detract from my game play experience.
After the beam 1/10
And then the comment. 'There is time for one more story' to the grandson when talking about The Shepard which gave me a flicker of hope? That the ending was all just a bad nightmare. That they had a plan. That this wasn't the end at all.

The new Journal was awful and the side-quest fetch missions lacked... well, pretty much everything a decent side-quest should but the main missions and character moments were some of the best in the series.
Not just the action either, it was the quieter scenes such as Tali realizing that she had a homeworld again but was still going to leave it to come with you.
Garrus and Shepard spending the day literally shooting the sh*t on the Citadel.
Liara's Time Capsule and her goodbye.
Pretty much EDI's entire storyline.
80% of Mass Effect is brilliant, engaging and extremely emotional and that's why that other 20% (less if I let go of the side-quest and Journal disappointment) feels like I've just been punched in the guts.
