Im thinking about making a Human Noble DW/Berserker. I know that at the beginning I should pump Dex. but how should I spend my talent points?

you can't put all points down right away so just save the extras until you have specializations

Go for momentum first then 2 point in dual wielding upgrades for passive bonusses. i would also suggest you get at least 20 strength to equip low tier armor and weapons. riposte and cripple aren't really important go for powerful and bravery. do the broken circle quest first for stat increase and upgrade the berserker talents as soon as you are able. take not however that berserker rage drains stamina if you reach zero berserker will dissipate and momentum as well

Momentum first, then first 2 talent in dw tree, and then 3 talent in the first warrior tree,
at this point u should be lvl 7, hit the berserking tree.

At 7 go to the dwarve area to learn berserker then? Or is there another way?

You could buy the manual, but that's even later on I believe. OR you could get it through another play through. =)

Ok, I'm new to this game, so please let me ask a question. How does one play through effect another? If Morrigan has said she'll teach people shapeshifting, does that mean if I create a mage right now to play I'll have the ability to specialize in it form the start?
