they are not actually bigger. If you look at pictures of mass effect one, you can see that every female in universe is not wearing a bra. So its changed from Saggy to Supported.

It's a business decision. How many commercials have attractive women in them? It's the same concept with Ash's makeover and the whole 'alien breasts' thing. Sex appeal sells more product.

Ash's breasts aren't huge in 3 but they are bigger. Probably a cup size bigger. She looked about a full A to small B cup in ME1 and 2 and now probably a full B to small C in 3. Not much bigger but it is noticeable.
Liara has also gotten a breast boost too. In ME1 she had the same size breasts as Ash. In ME2 same size again. ME3 cup size boost.

Personally, while I'm not a fan of changing an established character (Ash is not a girly girl), I understand why it happened. And do I hate attractive characters in video games? No. I'd rather look at attractive than not-so-much.
