I knew about the Spectre terminal, I was asking because I didn't see the list on page 5, I was talking about page 1. I know the Smuggler is supposed to be in the Alliance Fleet listing.
Bad copy+pasting on my part... Thanks for pointing it out!
*** This update is for Alliance Fifth Fleet, under the modifier Civilian Consultant (value is correct in the old post, fixed the criteria on the way to get this to pop up in the Spectre Terminal). Also, corrected Aller's interview modifier for Alliance Fifth Fleet and 103rd Marine Division.

So if my back of the envelope calculations are correct, max war assets without payed for DLC is 7285?
Losing 65 for Kasumi (25+40 for Spectres), 50 for Arrival, 100 for From Ashes and 30 for Overlord (Gavin Archer only gives an asset if you've played Overlord, I think)
From the wiki:
If the player did not have Kasumi in Mass Effect 2 or she did not survive the suicide mission, or if the player is starting a fresh Mass Effect 3 game after picking the "Numerous" death option, Shepard will have no interaction with her during the quest. During the final scene with Bau and Zymandis, you must choose between saving Bau (using a Renegade interrupt) or stopping the upload. Saving Bau grants you Spectre Unit, while stopping the upload grants you the Hanar and Drell Forces.
I'm guessing this quest will still be available even without having Kasumi. Pretty sure Din Korlack's quest is there even if you don't have Zaeed or he did not survive. Zaeed and Kasumi are their own war assets (25 each) so I guess that's all we'll be missing without their DLCs. Heck Balak appears even if you didn't complete/don't have Bring Down the Sky, he's there as long as you didn't kill him in ME1. Not sure what happens if you kill him though, I don't have such save. Liara will still be the Shadow Broker and gives out the quest to find her wet squad from the Volus.
I think the obly DLC that matters is From Ashes where you can get an extra 100 points and not having/completing Arrival takes 50 points off Alliance103rd Marine Division.
You still get the quests with Kasumi but you have to choose between Jondam Bau and the Hanar homeworld. Since picking the Hanar homeworld is the optimal choice, you lose the 40pts Spectre Unit asset from your max total. I gather it's more or less the same with Zaeed - without him, you don't get the Persuade options and thus have to pick, so if you're going for max war assets you'd lose the -10 points for the Turian 6th fleet.

I believe there is a mistake in the major decisions guide, since to achieve highet WA values with Wrex dead you have to destroy Maelon's data (and then you get Mordin to live)
Mordin is worth 25, Eve dieing costs you 50. So better to have her alive.

From memory, you get that only if you aid in curing the Genophage, as its listed the STG basically defects understanding that saving the galaxy is more important then politics.

For the STG task group thing, I don't think its linked to Kirahee at all.

You get the STG Task Force (70 points) if you managed to save the Dalatrass Salarian Councillor during the Coup (which means the old Council has to die in ME1 to get this). The original Salarian Councillor will give you the Salarian Third Fleet which can be worth 133 points and is definitely the better choice.
ID=152 STGTaskForce Type: Military SubType: Ground StartingStrength=70 ConditionalDescription="New Salarian Councilor Saved"
As for the Salarian Tasks Group (35 points), you're supposed to get it if Kirrahe is alive. Here's the datamined file that suggests that:
ID=25 Salarian STG1 Type: Military SubType: Ground StartingStrength=35 ConditionalDescription="Kirrahe Alive"
Unfortunately this is not the case in the game, in fact you get this if Kirrahe is dead, which suggests that this is in fact a bug. Plot wise, it makes sense since Kirrahe will mentioned that not all STG like to play the politics game and he is grateful if you saved him in Virmire. His replacement (if he died) is a total dick to Shepard and I don't think he'll let his STG friends join up with Shepard in the war effort.
If BioWare decides to fix this in a patch, then I believe it will appear if you have Kirrahe alive so hang on to your Kirrahe alive save for sure.
I cured the Genophage with the original Council and Kirrahe alive, my Salarian war assets ended up being only Kirrahe and Salarian Third Fleet.

Appreciate you doing this sir! I hope I'll finally have the time to look it over and set it as Google Doc which I believe is a more permanent way to keep it.

Based on the idea that you need Kirahe to die in ME1, I saved Kaiden at the Krogan breeding grounds and DID NOT go to the AA tower for extraction.
From experience, if I'm correct, this meand Kirahe and his team dies on Virmire.
I'm in ME3 now doing the Sur'Ksh mission and Kirahe is alive. WTH?

Kirrahe lives if you do all of the requirements to help the Salarians.

I don't think the STG team was a bug at this point, seeing as I normally get it without Kirrahe. It seems to be a bonus for the people on the PS3.

Yeah that's the thing, at the moment you get it if Kirrahe died even though the datamined files suggests that you're supposed to get it if he's alive. I would like to know if the conditions are still the same for the current version of the game. Also, PC and 360 users with ME1 import can get it as long as Kirrahe died n Virmire so I don't think it's meant as a compensation for PS3 players.
http://pastebin.com/QZN92dqr (from the guy who mined the datafiles, the file say it was last updated on Mar 22nd, which is past the release of the game... so it should be accurate which means that you're supposed the STG from Kirrahe. The other STG named asset is from the new Salarian Councilor which I quoted in the above post.

I accidentally let Kirrahe died in one of my playthroughs, I thought you had to go to the AA Tower to be able to save Kirrahe... So I send Kaidan to the AA Tower and rescued him and then found out that Kirrahe died (through Mordin in ME2). Turns out you can save the teammate you sent to the bomb and still have Kirrahe alive as long as you did all four "disruptive" services for him:
http://masseffect.wikia.com/wiki/Virmire:_Assisting_Kirrahe's_Team
But as I said I still think that it makes more sense that Kirrahe is the one telling his STG buddies to help you with the war effort, not his grumpy replacement - Lt.Tolan...

So I've learned, but it's simply buggered. Kirrahe's team IS NOT anywhere near the bomb site and if you don't extract at the AA tower, you don't have time to save both teammates. So, how does Kirrahe's team survive if you never had time to extract him? <_<
Also, I'll compare the totals I come up with at the end of my current ME3 playthrough with what I have on the PDF, but since the game updated when I had it hooked up to Xbox Live, I wonder if certain reward glitches were fixed or not.

Support Frustrated C-Sec Officer over Patient C-Sec Officer
Note: On my current play through, I supported the Apollo Cafe owner and got the prompt about the war assets...didn't yet do the bit for the frustrate/angry C-Sec officer. When I did the "second part" nothing happened.
Is it possible the 5 points is just for the first one and the second isn't worth anything?

At what point does that happen? I think it should be specified. I was playing last night, had that great moment where I gut-punched Gerrel and then realized that might have been the point where I had to choose one over the other (reloaded to be safe).

Likewise, there is a Quarian Fleet asset that requires you to support Gerrel over Rhan.

I ALWAYS gut-punch Gerrel AND throw him off the ship.
Then I get the distress call, and prompt Raan.
Typically, I then do Legion's Quest (Fighter Base), After Which I get the heated discussion between Raan and Gerrel. This descision is where the war assets is made.

I typically support the C-Sec officer over Apollo Cafe owner, so I'm curious about the answer to this as well.

Here are the inconsistencies I've come across....
1. I should have gotten 100 for mineral resources because I had more than 100,000 of them at the end of ME2. I only got 25. Are you supposed to have 100,000 in ALL FOUR types of resources to get the full 100 points?
2. The Destiny Ascension was listed as 75 points. I only got 70 points for it.
3. I got a Batarian Fleet asset of 100 points that is NOWHERE on my spreadsheet. At what point is it earned and is it subject to any side quest or mission requirement?
4. While I fixed the Medi-Gel dispensers AND it is listed on the asset list in-game, I didn't get the 5 points for it.
5. Likewise, I found and turned in the Banner of the First Regiment AND it is listed on the asset list in-game, but I didn't get the 40 points for it either.
6. I found the Heating Unit Stabilizer AND it is listed on the asset list in-game, but I didn't get the 8 points for that.
7. There was an extra 10 points for the Citadel Defense Force I could not account for. There is an update that reads, "Warning people on the Citadel to prepare for the war has improved civilian readiness." I can not attribute anything to this update EXCEPT when you talk to Rebekah and Michael. I have this listed as a 0 point asset, but if it's worth 10 it would balance out. If I missed the incident that gives this update, I need to know what it was.

Batarian fleet For citadel: Batarian codes?
Persuade Balak to join you (he must survive Bring Down the Sky from ME 1). For more Batarian points: Pillars of Strength gives ~40 War Assets (Pillars on Kar'Shan, give to preacher in the docks).
