So I guess I fixed the 4000 EMS situation for myself...though ironically I still had to play a bit of multiplayer.

Here are the inconsistencies I've come across....
1. I should have gotten 100 for mineral resources because I had more than 100,000 of them at the end of ME2. I only got 25. Are you supposed to have 100,000 in ALL FOUR types of resources to get the full 100 points?
* This is listed on several sites as a bugged resource. No specifics on how to ensure you get the 100 points.
2. The Destiny Ascension was listed as 75 points. I only got 70 points for it.
* Listed elsewhere as only worth 70 points.
3. I got a Batarian Fleet asset of 100 points that is NOWHERE on my spreadsheet. At what point is it earned and is it subject to any side quest or mission requirement?
* Added as outcome of P/R check in Batarian Codes side-quest in ME3.
4. While I fixed the Medi-Gel dispensers AND it is listed on the asset list in-game, I didn't get the 5 points for it.
* Error is that Turian 7th Fleet is only worth 90 points. 135 includes updates.
5. Likewise, I found and turned in the Banner of the First Regiment AND it is listed on the asset list in-game, but I didn't get the 40 points for it either.
* Error is that Turian 7th Fleet is only worth 90 points. 135 includes updates.
6. I found the Heating Unit Stabilizer AND it is listed on the asset list in-game, but I didn't get the 8 points for that.
* Error is that Salarian 3rd Fleet is only worth 125 points before this asset.
7. There was an extra 10 points for the Citadel Defense Force I could not account for. There is an update that reads, "Warning people on the Citadel to prepare for the war has improved civilian readiness." I can not attribute anything to this update EXCEPT when you talk to Rebekah and Michael. I have this listed as a 0 point asset, but if it's worth 10 it would balance out. If I missed the incident that gives this update, I need to know what it was.
* Error is that Citatdel Defense Force comes with a base score of 10.

Sacrifice or Save the Original Council (Mass Effect):
Saving the original Council:
- 100 from Alliance number (-25 each in Alliance First, Third and Fifth Fleet & Admiral Mikhailovich)
+ 75 from Destiny Ascension
+125 (or 133) from Salarian Third Fleet if you managed to keep the male/old Salarian Councilor alive (requires either Thane or Kirrahe to be alive)
Total: +108
Sacrificing the original Council:

- 75 as Destiny Ascension is destroyed

You cannot count it this way. If base value for Alliance Fleets is 90...
saving Council gives you:
- 75 from Alliance Fleets (3 x 25)
0 from Adm. Mikhailovich
+ 70 from Destiny Ascension
+ 125 (133) from Salarian 3rd Fleet
TOTAL: 120 (128)
sacrificing Council gives you:
0 from Alliance Fleets (base values)
+ 25 from Adm. Mikhailovich
0 from Destiny Ascension
+ 70 from STG
TOTAL: 95
So, total difference is 25 (33), not 5 (13).
Btw, I believe Ascension is worth 70 points, not 75...

Because Mikhailovich and the Destiny Ascencion come from opposite choices. If you save the council, the DA is preserved but Mikhailovich dies in the Battle of the Citadel. Let the coucil perish and Mikhailovich survives.
If you got both, it must have been a glitch. Read the entries and see if they make sense with the choices you made in ME1.

You get Balak if he lives (arrest him or let him go doesn't matter). I figured that handing him to the Alliance was the same as killing him...I was wrong.
You have to do Gavin Hossle's side quest on Feros (ME1) to get the extra +4 from Conrad in ME3. Also, if you don't help Jenna get out of Chora's Den in ME1, Conrad dies when he tries to save you.
I saw an article about the people on Feros fighting the Reapers, but I killed Sheala in ME1...no email yet either way. I'll have to pay closer attention to war assets to see if they are added in yet.

After looking at the results over three different imports I have an idea as to how to get the full 100.
Import 100,000 mined resources of all elements. This does not count resources gathered on
missions, the shadow broker base or through bonuses granted at the beginning of a new ME2 game.
Also I think if you import an amount that is very high, something over 500,000 the import glitches.
Just make sure before you import that you have at least 100,000 of each mineral that you mined
yourself.

I hope that's not so.
Even with every bonus you can imagine from a ME1 import, you should burn through all of that easily and then some (except maybe eezo) buying upgrades in ME2. So, that's 100,000 in 3 of 4...or 75 points you should get with no hassle.

Now, I know for a fact you do not need 1.3 million resources for 100 war assets, as that's ridiculous. I must have done 20 hours of mining, which would say I did more mining than I say I did in my above paragraph.
Anyway, I'm doing a play through that is a NG+ but with a new character as I just got Arrival today and I want Liara as my LI (PS3). I do not plan to mine as much as I did before, as that amount is just way too much, so I think I'll just do what I think is appropriate. I can state for fact that over a million mined (not found, this is straight up mined) will get you 100 war asset.

In the first post there is an error.
- C-Sec focus on war-related problems and more serious crime (+5): Suppport both Apollo's Cafe Owner and Frustrated C-Sec Officer over C-Sec Officer and Patient C-Sec Officer respectively
In order to get the asset +5 the only thing you have to do is side with the Apollo Cafe owner. The arguing C-Sec officers (Frustrated vs Patient) do not affect this at all, they only provide reputation.
Just tested this myself yet again to be sure. Side with just Apollo Cafe owner and not even take a side between the two officers... +5 "C-Sec is focusing on war related problems..." Side with Apollo owner and Patient officer and get the same +5.

If you click on Alien, then you see the subcategories. For Citadel Defense Force it is practically a wall of text.
In any event, what is the point of the wiki promotion if the wiki is just as incorrect? It has the same claim about that asset.

I know this is an old thread, but it's very useful so, people likely still use it as a reference.
With that being said, I believe you have the wrong C-Sec officer paired with Apollo's Cafe Owner. It's the Frustrated C-Sec Officer who is arguing with the Cafe Owner so, one couldn't support both of them.
At any rate, excellent work compiling all of this information.

I couldn't get any help in the other threads I asked for this so am asking here.
Am in Caelstrom's Rift (think that's right) and I scanned the planet Brez. There is a war asset there but the game won't let me get it. I keep launching a probe but it won't pick up the item. And the target keeps moving.
