He doesn't do much, doesn't go on missions other than as a pilot. His story is interesting in a sorry you lost your mate way. But, I don't get why he was there.
I have no problem with him being gay, its the character's life, he could be anything as far as I am concerned but you already had so many other characters. James is good, there is no forcing his characters' story into the script.
I felt from the moment I met Cortez that he was not needed to fill out mass effect 3 or 1 or 2.. Why could you call him of all people and not your mom to say goodbye.. ? Weird..
I felt that the writers wanted to add someone controversial to the mix to remove attention from the lack of other stories.
I felt like the entire Cortez story was wedged into already great content. Why?

I felt Cortez was an interesting character, because we didn't really see the personal impact from victims of the Collectors in ME2.

I think it made sense, with so many missions involving the shuttle it was nice to know the character behind it.

He was there to have extremely long-ranged, possibly telepathic arguments with James in the shuttle bay.

I have no problem with adding a new character, rather than having the Kodiak piloted by Joker. True that Cortez is not "necessary" to the story, but technically you could have Shepard alone on the Normandy and it would still be a story. The characters just give us emotional investment. Personally, I was surprised at how much the writers did to flesh out the character of Cortez. For him to have any story is surprising. He was a far more compelling character than Specialist Traynor.

My biggest complaint from Mass Effect 2 was the auto shuttles that flew themselves.
Glad to see BioWare listened and added a shuttle pilot.
Plus it's good to see they've moved on(hopefully) from the everybody is bisexual stuff we got in Dragon Age 2, to actual gay characters in Traynor and Cortez.

I liked Cortez. He wasn't there to push the main storyline or plot. He was there to flesh out the universe and your crew aboard the Normandy.

I liked the inclusion of Cortez, he had a great backstory that actually made you see and care about the human cost of the conflict. Making him the shuttle pilot was a good way of giving him a job to do without burdening you needlessly with another squadmate you never use.
I actually like this better than some of the characters in ME2. Jack's story was great, her character was interesting and sympathetic, but I never used her in my squad because I didn't need to. At least Steve has a reason for being around: he flies the shuttle.

i found myself chuckling regarding the fact that in the face of all the homophobia that arose re: the romances, the first one you can start pursuing is with a male homosexual. well played, bioware 
as a character, he was an interesting guy, but not among the most memorable ones for me.

Mind you they did that in Doctor Who too (casual mentions of gay marriage) and were accused of having a "gay agenda"

Oh yeah, he doesn't do much. He's just responsible for getting the squad in and out of missions safely, often having to navigate his way through enemy territory and heavy fire to make sure they can be extracted.
That was sarcasm because I feel your opinion is silly. It's like asking why characters like Thane, Samara, and Grunt were included in ME2 when they weren't the least bit integral to the story. At least Steve does something.

I disliked how he kept mentioning his "husband". Like the devs just HAD to take every opportunity to show that they were 'tolerant' by having a ****** character.
