 I've played the game 3 times now and I've yet to find it.

You buy it from a store.

Its a Rosenkov Material helmet, not sure when it is made available.

it gives -10% cooldown now though

It must not be called "Kestrel" armor, then.  Only the helmet had the Kestrel branding.  Haven't seen any other pieces.

Dunno, just check for yourself every now and then, it only takes like a minute to scroll through all the stores in the armory.

Fairly sure I saw it at one of the Presidium Commons stores, down the far end.(i.e. opposite end to the bank).

If it's available you can find it through the console on the Normandy. Then you'd know which store it was offered at.

JadeElf's right - it is indeed the Batarian Store (in the docks with all the refugees), my bad. Maybe it isn't initially available and you have to play through the story a bit more?

This is correct, but I don't remember when I found it.

I played through the game twice and it wasn't available in the Batarian store. On my third playthrough to see if it shows up.

Maybe you need the ME2 DLC since Kestrel set was part of it in ME2.

Best armor is the Hanh-Kedar armor. Amazing stuff.

bout to finish my 4th playthrough and I still don't see it.

Maybe you need the ME2 DLC since Kestrel set was part of it in ME2.

Nope, got it in my 1st playthrough. It is not called Kestrel Helmet though. They gave it a different name, forgot what.
