Unclear. I went with Garrus and Ashley. Ashley is clearly shown alive and unscarred at the crash scene. Garrus is MIA. I've heard rumors that if your EMS score is low enough, you see both of their bodies when you wake up from the reaper beam, but I don't know if that is true. I had a 2800 EMS and couldn't find them.
