It really depends on what you want. Recruit and vet packs are great for unlocking mods and basic weapons. Spectre packs are great for unlocking gold weapon and classes along with increase cons per mission.

For clarification

Recruit pack: 5 random basic items, (very) small chance for an uncommon (silver) unlock

Veteran Pack: 5 random items, at least 1 uncommon (silver) unlock, "or higher" suggests you can get gold and black unlocks, but I've only got gold very rarely

Spectre Pack: same thing but at least 1 guaranteed rare (gold) unlock (and potentially an ultra-rare (black) unlock).

The other one just gives you some 1 time usage equipment, if you're soo l33t that you don't need any weapons anymore.

If you have enough credits, the spectre pack is always the best bet, but it's better to get some recruit packs and veteran packs early on as you get some essential weapons and upgrades.

If you want a common, get the recruit pack. If you want an uncommon, get the veteran pack. If you want a rare or mythic rare, get the specter pack.

For a beginner, always go with recruit. The increased power of starter weapons (and a couple mods on the way) is better in the long run compared to getting veteran packs (which have too much diversity to get weapons up to high levels) After you've got some momentum and some good firepower, you should choose between veteran and spectre packs. Veteran will yield more useful items (more high-power weapons overall) but the spectre pack will ALWAYS give you a rare or N7 weapon, which in ultimatum is the apex of effectiveness.

After you've got some good standard weapons, it's all down to opinion, if you want good weapons, go for spectre, if you want less effective weapons but mods as well, then go veteran.

The best strategy in my opinion is to start with recruit packs and then gradually work your way up to vetran and then spectre.  Recruit are unquestionably best at the beginning because you can get so many of them for the cost of a single more expensive pack, plus you do want the basic weapon upgrades anyways which these packs give you.  When you start finding your packs are containing mostly consumables instead of actual items (weapon mods, characters, respec cards, etc) you should start to get the more expensive ones and they will be filled with 2-3 real items again.

If you really want try buying 1 vetren/spectre pack while you are mostly buying recruit.  If you are lucky it will give you something (rarer) that you really want.  But it also might be mostly filled (beyond the one promised rare item) with things you could have gotten from recruit packs.

It really is that simple :)

Figure out what you want and what rarity it is by looking at the link Skilly posted.

Recruit > Veteran > Spectre.

However, I'm spamming Recruit to get rid of all the common weapons (at the very least, might push for common mods too) so that I never get them in my Vet/Spe packs.

Just increases their value, imo.

Buy Reqruit to get your basic weapons, then move on to Spectre to get the real treats.

Definitely buy the recruit in the beginning until you have all common weapons and mods leveled out to the max because it is rare to get a gun rarer then the basic ones so you are more likely to level up the basic ones faster since there is only one common weapon per weapon category. Once you have all the common stuff then go for the veteran packs until you have all the uncommon weapons and mods leveled out. After that it is really up to you because the recruit and veteran packets are the two cheapest ones of the bunch while every other pack is more expensive in multiplayer.

Just from personal experience (everyone is different, after all), regular Spectre packs give me the best stuff and have the best UR drop rate. Arsenal and Reserves packs seem like a con. Since I unlocked all the characters ages ago, I tried Arsenal packs in the hopes of unlocking weapons. They do give you weapons-based things like ammo stuff more often than not - but they're just crappy really, especially for the amount of credits you put on them.

Go for PSP or regular Spectre. As I said, for me; Spectre turns out to be better.
