When they said that you can get 100% galactic readiness without multiplayer they were referring to the iOS games Infiltrator and Datapad which can boost your GR.
Problem is, Infiltrator is so damn hard to play, the controls are like trying to play tennis in oven gloves. Datapad on the other hand couldn't possibly be any easier but it takes forever to accumulate GR, you'll finish the campaign long before you can play Datapad enough to get 100%.
Also, what if you don't have an iOS device?
I don't think anyone is genuinely offering the iOS devices as a reason why the situation is ok - its just an option for those who want more GR without MPing. Its not a perfect solution.
To be honest, judging from the tone of the developer's post when they explained how GR and EMS worked, I don't actually think he was taking the iOS stuff into account.
I don't know, I'm just going to put it down to Bioware being Bioware. They're generally one of the best companies in the industry for implementing fan feedback but they always, almost without fail, do the odd thing that seems to have been put in purely to annoy their fans - in DA2 it was the recycling ad nauseum on the levels, on here it was making MP required to get the best result.
Maybe it'll be something DLC will handle? I seem to remember from ME2 that, in the original release of the game, you couldn't purchase all the upgrades as there physically wasn't enough cash in the game without getting discounts etc (I ended up buying the last upgrade with the pay-off from Legion's loyalty mission, right before the SM)
