I assumed it was so they could use Big Ben as an easily-recognizable landmark on Earth, and many English speaking voice actors can make themselves sound like they're from that part of the world. Just try to imagine if it was set in Paris, or Agra. You'd get the easily-recognizable landmark but the accents required would be distracting.

Plus, if they set it in the US, they'd be accused of ripping off Independence Day.

First of all, I think they wanted to avoid a US-centric story (Remember in Independence Day when the world was invaded, but you really only saw the US?). They also wanted to pick a city that had some iconic landmarks that are globally recognizable - that could have been Paris, Moscow, Cairo, Sydney, or several other cities, arguably.

To be honest, we've seen the New York skyline decimated in lots of movies, and eventually in reality, too, so that might have been a little insensitive.

It also occurred to me that one of the most iconic images from WWII is St. Paul's dome still standing after a particularly bad night during the Battle of London - London has this symbolic association with heroic endurance in a time of catastrophic war.
