That's not quite how it works.
Every character card you receive via packs gives experience. Each rare card gives 100,000 exp, while silver ones if I remember correctly give 50,000 exp.
Statistically speaking, it is extremely unlikely for someone to buy enough packs to get a N7 weapon to X and not be at least N7 level 80+ even if they start at level 1 for all classes.

You don't NEED them. They are nice to have, but they aren't required. I'll put my vindicator V human soldier against a falcon X spamming nub and bet money that even though I wouldn't outscore them the gap wouldn't be that huge.
I can't count how many times I see nubs that can't aim worth squat not even come close to using the power of the saber or falcon or any other solidly hitting weapon.
I've opened as a guesstimate 20-30 spectre packs playing mostly silver and gotten a graal spike thrower II (**** love this shotty), a claymore (**** love this shotty too), a scorpion and carnifex III. Those are my best weapons besides a mantis X on my infiltrators/salarian engineer. That's 20-30 spectre packs and probably a similar amount of vet and recruit packs.
It's all good. I don't have the money to throw at this game other than buying the digital deluxe version. If I did, despite the less than stellar single player ending(it isn't THAT bad, no seriously it really isn't, remember beating Super Metroid? let down city) I would maybe spend a $50 bucks to help pad my weapons abit.
I do find it extremely suspect with people running around with falcon X, widow X etc. Today a guy in a silver reaper match had falcon X and carnifex X. Guess what. He sucked.

Well that is true, but then again your friend plays one class, so he probably has no idea how the other classes work, or if he's screwing up their intended setups.
Case in point, on my quarian infiltrator I get seriously pissed when people kill my sabotaged units that would help us turn the tide and we wipe. Or how about people screwing up my biotic explosions on my sentinel or my adept?
Playing all the classes can only give you knowledge and insight, limiting yourself to one is merely handicapping yourself, and probably pissing off every teammate you get.

Oh, there are. Mind you, most of them are squeaky-voiced 12-year-olds who have moved on from Modern Warfare 3, but they exist.

You can just play one class, never promote it and never deploy/enlist other classes. This way you'll stay at level 20 forever.
You don't need to be extra lucky or anything.

That's the beauty of it.
The infrared scope is a waste of an attachment. AND that effect only works through smoke (useless against anything other than Cerberus), not through walls. It doesn't even highlight enemies in general.
