I got Proximity Mine after talking to Garrus after Thessia. He tells you about the Turians sacrificing a colony or something to buy their fleet more time to help Earth. Basically more "ruthless calculus". I got Decoy after the Coup I believe. EDI was saying how she doesn't want to be like the Reapers. Dark Channel was after Javik used the memory shard I believe.

 I also spoke to EDI and still haven't received Defense Matrix.    Im getting the the Bonus Powers from the others though.
