can you use the blood dragon armour once for every character you make or is it a one character only thing

It's for every character.
You should have one piece in your inventory at the start of the game. The other pieces you have to buy from a vendor that you'll have access to a little bit into the game. It's around lvl 10-12 armor, so you can't use it right at the start.

You can use it as many times as you like, through as many play-throughs, on any character.
It appears in your inventory when you start the game, sell it if you want (IIRC it's worth 7 gold coins).
