Can't progress "A Prince's Favour" for Bhelen after killing Jarvia. Possibly a bug?

So I've killed Jarvia and this has shown up and everything seems well:

"You have killed Jarvia and have wiped out most of the carta. Return to prince Bhelen and inform him of the good news"

When I return to Chamber of the Assembly to presumably progress the quest with Bhelen, this dwarf called Assembly Stewert Bandelor blocks the way, saying "Warden, I'm afraid the assembly is still locked in debate. What can I do for you?"

There doesn't seem to be any clear indication for what to do next other than talking to Prince Bhelen and informing him of the news.

Is there a way past this or is my game screwed?

I also have a problem with this, i didn`t choose Bhelen so after a short talk with Vortag Gavorn, i went to Dunlin (hope the names are right) and choose his side, at the end of Orzammar quest i have killed Vortag and have still his quest in journal i don`t say it have to be quest completed i just wanna to get it out of the list.

I had the same problem, but I believe quest will be removed from your quest log after you're done with Landsmeet. Though I agree that it's sort of stupid since quest giver is dead anyway.
