Err it did for some. Hell they pulled off a mini Lazarus Project for anyone who went in themselves. Going from dead to not dead is a significant change for most people.

I think it's splitting hairs to say that they didn't change the ending, though: the intent was certainly for the game to end once the MQ was complete and following the widely negative response from fans, it was opened up. That counts as a change in my book.din626 wrote...
Fallout 3's Broken Steel added on a good 20+ hours extra of gameplay to F3 though, as well as allowed you to go back to picking your way through the ruins of Washington D.C. The ending to F3 remained the ending regardless and was not "Changed" in any way. The cutscene still played, and the ending was effectively the same, what merely happened after the ending is what Broken Steel was all about.
All we're really asking for is an ending which makes sense.
