Is it true that it's not that great and better for tanks? If so should I go Templar or Champion for my second spec (to go with Berserker). Note, my character is the off-tank, but on the whole he doesn't do much tanking. That job is for Shale or Alistair. Thanks!

ummmmmmmmmmmm well um i played a 2w warrior berserker-reaver going berserker first because of the level you need all the skills so what ever but i think it shoed work fine good luck

I went Berserker/Reaver for my 2-hander Warrior, and found I didn't really use the final Reaver Sustainable very much. None of the other abilities really add to your dps much, and between the Berserker Sustainable, Momentum, and the Solider's Peak Warrior Sustainable I have more than enough Sustainable abilities. I'm playing a Dual-wielding Warrior now, and I'm going Berserker/Champion. Rally seems more useful, and War Cry is awesome.

Reaver is more useful for tanks but there's no real reason not to try the spec. It's not like Champion/Templar will help you that much anyway. Beserker is a must for a 2hander though.

If you're going X/dagger (and especially dagger/dagger) dps optimized builds, then Reaver is a great spec if you know how to manipulate your health to keep it low without dying.

It does seem like most of the Reaver talents require either a high constitution score, getting hit a lot in combat, or the use of taunt/threaten. Your DPS character won't want to do any of these things. The only talent that sounds viable for a DPS character is devour, but I don't know if it's worth a talent point.

Nah, Reaver already allows you to intentionally manipulate your hp values in battle via Aura of Pain. So you can intentionally bring your hp down to a level you're comfortable with, then deactivate it once you reach that threshold, and do extra AoE damage while you try to achieve that threashold.
DEX builds (assuming DEX hotfix) don't have to worry about their health so much considering they dodge anything that requires a hit roll, so they can hover at lower hps with only AoEs to worry about if they have a proper tank already.
Now the only question becomes is it worth the risk? I say the risk is only worth it if you're going DEX focused dagger/dagger dps builds, or STR focused axe/dagger dps build assuming if you have a good tank and you know how to use them. Especially for dagger/dagger with 1.0sec swing timers, they really get a kick out of Blood Frenzy (though they should get Berserker first since that adds a flat +8 damage per hit).

imo zerker + reaver is a bad combo
the best skills of reaver (1 and 2) are active ones so the zerker penality to action regen is a killer...
champ and templar will be both a better choice... with champion, even if you will have not much action to use the shout frequently, you can put up the group buff that is pretty nice, with templar you go for an AM tank with 100% magic resist
