I loved sentinel on ME2.  However I've been reading that for many people tech armor sucks now.  I was wondering if I should even invest in it for my insanity run.  I'd probably NEVER detonate it, and I'm just not sure the power cooldown increase is worth the damage reduction.  I know I could use an smg or pistol to offset it but I would honestly hate just using a pistol the entire time or another incredibly light gun.  I'd like to roll with the Mattock.  So I wonder if I'd be gimping powers too much by leaving it on.  Any advice?

Combining tech armor with defense matrix makes you really sturdy. With two defensive powers, though, you will probably be limited to 1 weapon if you want a decent cooldown, but that isn't a huge issue. Take your Mattock and leave the rest. Or you can just say screw powers and load up on some various weapon types. You are going to be hard to kill so go charge up a chakram blast to the face.

On top of that, even if the cooldown is too long for your liking, you can spec throw (rank 5) to reset its cooldown from a biotic combo. If you are willing to keep Liara around for set up, this allows you to cast pretty much indefinately if you want, albeit with a weaker biotic bomb than a true nuker build. And when or if you cannot use Liara for setup (or other biotic) you can use a lift grenade which doesn't incur a power cooldown.
