Multiplayer Bug Report: Failed pack purchases can be used to gain arbitrary skill points

Stumbled across this one by accident.

I played a Bronze match as a Vanguard, leveled up from 15 to 16, earning me 5 skill points.  I allocated all five in R5 Alliance Training.  I then went to the store intending to purchase a Spectre Pack.  I was denied, saying that the store could not complete the transaction.  After exiting back to the character screen, I was surprised to see that the Powers menu option once again had a blue Level Up arrow next to it.  Curious, I entered the Powers screen.  Lo and behold - five more skill points to allocate!

This time I tried putting four points into R4 Fitness.  Skill increased, one point left.  Went back to the store, failed a pack purchase, back to the power screen.  Five points total (meaning the bug resets - not increments - your spare point total).  Spent them in R5 Fitness.  Went back to the store, failed a pack purchase, back to the power screen.  Five new points - now no longer enough to level up either of my remaining powers, as both need six points.

Amusingly, completing a permanent allocation (for example, by changing your selected character) catches your proper point total and updates accordingly.  I am now at Level 16 with 72 allocated points and -12 points available.  :P

The most problematic exploit with this bug is the ability to gain more points than would otherwise be available at max level, up to Rank 6 in ALL FIVE SKILLS.  I didn't attempt this myself for fear of an automated singling out of my account for "hacking," but given a level up to any level above 16 (which would grant 6 skill points and thus allow purchase of any single rank in any power), there is theoretically no limit to how many points can be allocated using this method.  Yes, doing a permanent allocation correctly notes that your available point total will be negative, but that doesn't de-allocate your spent points.

EDIT: Did some more testing.  Apparently the game is smart enough to ditch your excess allocations after restarting.  However, going immediately back into the store and intentionally failing another pack purchase starts giving you more skill points in exactly the same manner as before - except now without even having to level up first!  So while a restart temporarily fixes the problem, there's nothing preventing you from immediately re-exploiting the bug.

tl;dr: Failing a pack purchase refreshes the number of skill points available to spend since your last permanent point allocation, allowing increases in skill ranks beyond your level and even boosting maximum-level point totals.  Worst-case scenario: a character at Level 17 can be max-ranked in all five skills.
