Do you think the starchild scene refers to the movie contact, with Jodie Foster? I can see some similarities.
In contact, main character Ellie Arroway feels responsible for her fathers death in her childhood. She was too late to give him his medication when he had some kind of heart attack (I do not know exactly)
Later she establishes contact with another species. During this first contact scene, the alien simulates a familiar world in form of a beach, and materializes in form of her dead father. He did so because he wanted to create a form Ellie can communicate with.
Similar, Commander Shepard feels responsible for the death of the child back on Earth. He could not save it, and that is what haunts him in his dreams. Later on the Citadel, the Catalyst also needs to establish a form Shepard can communicate with. He chooses the child.....
