Origin states he is a friend but he doesn't act like one imho, so helping him out feels out of character. If BW indeed considered him as party member, I'm glad he got dropped. Ok, so Cullen in the tower later on is quite intense, and fitting too, but it is still just one scene?
There's this sort of forbidden love thing, that makes his attraction for Fem!Mage even that more potent. Because not only are Templars sworn to watch mages, but they take vows against such attraction. It's great because it shows his individuality. The fact that there's so much gossip about it around the tower, one apprentice going as far to blatantly say "I hear Cullen's in love with you" just makes it that much better.
Then later, he is completely tortured by the memory because of a desire demon. And as the one before me said, it means that he wants you more than anything else in this world. The fact that she can torture him so, the fact that it sticks with him so vehemently through the fact that his fellow Templars are dead as well and he had to watch. The first words out of his mouth are about you and how he's been taunted with the one thing he's always wanted and cannot have. Not about his breathren.
The fact that he doesn't know if he'll ever see you again, you never get a chance to say goodbye, and he still holds onto you? It's endearing. The fact that he has so much character growth, going from a stuttering boy to a hardened man is great, while there are characters in your party who go through less growth (Wynne...Oghren. Neither really change too much in their ways).
From a writer's point of view, it's fantastic. It brings so much to his character and leaves you wanting. At least Tamlen will tell you he loves you before you kill him.
