Just doing a runthrough and imported my ME1 char into ME2. finished ME2. imported into ME3.

NOW IM LEVEL 29 AT THE START OF THE GAME?!

and even more funny is that the skills that were in Me2 that are now in Me3 have been upgraded due to my level in Me2. For example i maxed tatical cloak and disruptor, their now 2 levels off max(level 4 like Me2 max)

if this isnt a glitch then kudos bioware, kudos. time for an easy walkthrough
