I'm assuming it was during the login/account creation issues with the site when it asked you to create your account then said that e-mail address was already in use.. must have created another account by accident and then applied the code to that one!
So now my problem is getting that secondary useless account deleted and moving my pre-order DLC to my main account. I've verified that the pre-order DLC from steam is indeed attached to this second account by downloading the content ingame and it says its authorized, but then when I log into my main account it says unauthorized (oddly enough one of the rings is authorized and one is unauthorized.. nevertheless..). I hope to god this issue can be resolved and I am going to call back EA Support tomorrow and explain the whole situation.
P.S. (For Steam versions) FOR SOME REASON THE FORUMS IS DOUBLING UP MY "\\", MAKE SURE YOU ONLY USE ONE "\\"
If this is the same issue you are having, check your services and see if "Dragon Age: Origins Updater" is installed and running. To do this go to "Control Panel> Administrative Tools> Services"
If the service is not installed run this command in a CMD window, to do this..
Hit Windows Key+R
Type CMD
Hit Enter
---Copy this if running 64bit windows: %WINDIR%\\Microsoft.NET\\Framework\\v2.0.50727\\installutil.exe "C:\\Program Files (x86)\\Steam\\steamapps\\common\\dragon age origins\\bin_ship\\daupdatersvc.service.exe"
---Copy this if running 32bit windows:
%WINDIR%\\Microsoft.NET\\Framework\\v2.0.50727\\installutil.exe "C:\\Program
Files\\Steam\\steamapps\\common\\dragon age
origins\\bin_ship\\daupdatersvc.service.exe"
Right click in the CMD window
Select Paste
Hit Enter
Then close the services window and open it back up, look for "Dragon Age: Origins Updater" and right click it, select "Start". Now that the service is running, start Dragon Age and login, you should now be downloading your DLC.

lol ok so figured out my problem.. The EA Support Guy was sorta right, ONE of the codes I entered went through even though it said failure, it went on my main account, this was my CE code. My pre-order code also went through even though it said it failed but it applied on my OTHER account which I don't even know how it got created.

This is pretty much the same thing which happened to me and i don't know what to do D:
When i sign into the account that im pretty sure it redeemed the codes too, it logs into this account so im like, oh, maybe i linked them right or something, but it never shows up and im so confused and lost and need help and am going to cry for real :'(
EDIT: Ok, so just messed around with it and the other account DOES exist still, but every time i try to log into that account, it logs into this one and I even deleted all my browsing history and everything of the such and it still happens
As said before, im so lost and confused

I ordered through Impulse, but I've been having the same problem and couldn't get the DLC to download whatsoever.
The updater wasn't running, so I followed your directions and got it installed. I went into the game and still nothing. I left the DLC area, went to the main menu and then went back into the DLC and poof!!!! its downloading as we speak.
Thanks again!!!!

You, good sir, are my hero! It finally works...just had to update .NET and then start the service and bingo! I wish you all the ladies you can handle in your life time
*EDIT* I am using Deluxe Pre-order Steam version so if any of you still have the issue with this specific version, try his fix!
Thanks again!

Registering here also creates an EA account, unless you choose the option of re-using an existing EA account during registration (and I'm guessing you didn't). Whichever e-mail is associated to this account (Profile -> Edit Profile Information) should allow you to login from within the game.
Wow I feel dumb. I guess I had an EA account (the one i was using ingame) and a Bioware account(the one i mistakenly redeemed my codes to!). Gosh if only I had read this sooner.

I had recently made a clean install of windows just for DA: O but this meant that I had missed on updating my .NET files (and hence trying to start the DA: O update in the Admin>Services files wouldn't work).
If you guys check you DA:O gamelog in my documents/bioware try find error codes like:
That 1053 code means you probably should update .NETDA Download Manager (DADM) Attempting to connect to DADM Control Server!
DA Download Manager (DADM) StartService failed (1053)
DA Download Manager (DADM) Could not connect to DADM Control Server!
DA Download Manager (DADM) Restarting DADM HeartBeat!
DA Download Manager (DADM) StartService failed (1053)

The good folks at Stardock Impulse just figured it out a few hrs ago, apparently the DAUpdaterService was not installed properly with the game. Basically here's a quick fix until a patch comes out - it uses Microsoft .NET Framework 2.0 to install the updaterservice.
First you have to get the the installutli.exe from the
C:\\\\Windows\\\\Microsoft.NET\\\\Framework\\\\v2.0.50727 directory and copy it into your dragon age \\\\ bin_ship folder. Then:
"Download this file to your dragon age\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\bin_ship folder:
http://stardock.cach...mba/service.cmd"
and then run the service.cmd

Indeed no such file is there. Also, my service error is not 1053 but 1060:
DA Download Manager (DADM) Service was started!
DA Download Manager (DADM) OpenService failed (1060)
