to force Lelianna into a romance with me (console or a program)?  I have her at 100 "Friendly", I've done her quest and been real "nice", but I can't get her to "Love".

You can tweak her plot flags if you know what you're doing.

I will say, though, that trying to force someone into loving you generally doesn't work, even in the real world.

Have you completed her side quest? It is said that if you don't, then you can't romance her.
