And yes, your EMS gets calculated right before you assault the Cerberus base, not once you get to London. (I fell prey to this distinction as well on my first run.)

Indeed. I've been getting the "breath" scene without fail through several playthroughs, with an EMS value of over 6000 (regular War Assets + over 90% Readyness).

Was any of your point total coming from multiplayer imports? I've noticed that roughly half the time my loaded game doesn't record the bonus I should be getting from promoting multiplayer characters.

Well I got the ending where Shepard lives and I didn't have 5000 EMS...so yeah.
