I can't access the stupid terminal, neither one of them, I took Garus and Kaiden both, they are maxed out level 60, that ain't it, the guide has them getting access to the Asari file! I'm getting mad, as I already did this and reset to change my crew in hopes that would make a difference.

If you already completed Feros and talked to Shiala to get the XP for this, I think the option to access that terminal won't be available for you - i.e. greyed out. Look in your Codex and see if you have "Asari: Military Doctrine" in there already.

I always do Feros first, so that must be it, don't usually save Shiala tho.
