It's a toss up between
Idris Elba as John Luther

Zachary Quinto as Gabriel "Sylar" Grey (The first three volumes, after that both he and the show were ruined)

Peter Dinklage as Tyrion "The Imp" Lannister

and Katee Sackhoff as Kara "Starbuck" Thrace

These are, in my opinion, the best scripted characters in television history. All four for different reasons. Luther's probably the best portrayed, Sylar's probably one of the purest form of the villain archetype, The Imp is one of the most charming and cunning, and Kara's probably the best written and most dynamic character to be in a t.v. series which is quite the rarity.
