You don't. You get it from a Tome.

Yeah, had her at high 80% approval or something after her sidequest, gifts etc..she never teaches it. Buy the Arcane tome for your mage at Wonders of Thedes in Denerim, or the Quartermaster in Circle Tower, and than you can give spirit healer to Morrigan or you mc if a mage.
