Confusion with Piercing/Shredder mod

 In the description for Piercing mods it says "Allows bulets to pierce x.xx-meter thick objects, but at xx% reduced damage." Does that reduced damage apply to bullets that actually pierce a object or does it apply to all damage? I think it means damage done after piercing an object is reduced but my friend insists that the damage penalty applies at all times. I really want to know for certain since I am doing an Insanity run right now with a Sentinel and my guns already do little damage (they are all rank 1 weapons) and I don't want to reduce their damage by 60%. The only Pistol mod I have is a level 1 Piercing mod and I am not sure if I want to put it on or not.

The reduced damage only applies to bullets fired through cover. Its not bugged as far as I can tell so yeah...its pretty good.

Thank you for the quick response. I had an argument with a friend a couple days ago about this but he kept insisting that the damage reduction applied to every shot. It wasn't an issue then because I had other mods to use that are arguably more useful but now as a Sentinel with Tech Armor AND Defense Matrix I have ridiculous cooldowns and I will be relying on guns almost as much as a Soldier and with only having a Vindicator 1 and an N7 Eagle 1 I needed to know if the upgrade would be worth it.

IMO the cover-piercing mechanic isn't worth it, I find it much better to just flush then out or wait for the head to pop out. It is quite useful against guardians (will pierce their shields) and helps a little against brutes if you have trouble aiming at the head/chest region.
AP ammo offers the same ability without costing a weapon mod slot. (Of course when you combine the two you can pierce almost any thickness wall for epic lulz)

And yes, reduced damage only applies to shots that pierce objects.
